All new trailers come with a certificate of origin which is used to obtain a title. Used trailers may or may not have a title.
In NC, trailers do legally need to be registered if towed on public roads. A trailer cannot be registered without a title. SC does not title or register trailers, and other states' laws vary.
NC DMV title transactions are subject to highway use tax, title and registration fees, and documentation fee. This amounts to about $200-250 for an average trailer. Out of state buyers and non-titled trailers are exempt.
